You get CallerID with name on inbound calls, provided the number you forward the calls to has that service. As for outgoing, Express was not designed to handle outgoing calls. If you want a PAYG provider that can show the CID of your Express number, look for one that allows you to manage your own CID. (I know callwithus allows it, I think Callcentric allows it, and I'm fairly certain that voip.ms allows it.)
