Tim, has a decision been made on SIP forwarding of Express DID's ? Will SIP calls be counted against the monthly minute allowance ? If so, are they going to be charged at the full per minute rate for minutes over the allowed limit ?

It would definitely be a selling point.
Perhaps its a minutes billing function that prevents it?
