Try logging into the VOIPo control panel and looking under Features => Devices. If your ATA is not registered, that will cause the fast busy. Unplugging it, waiting a moment and plugging it back in should correct the problem.
You could also drop a line to Customer Support via the control panel and ask them. They usually respond fairly quickly and will have "official" advice, unlike us riff raff.
